NOAA’s latest update on the forecast for El Niño indicates that there are still mixed signals about the likelihood of an El Niño developing later this year.  One observation in favor of the development is the current strong warming right off the coast of Peru and Ecuador, which is causing problems with tremendous flooding in that region.  However, cooler temperatures still prevail in the central Pacific Ocean.  Spring is a tough time to make a good forecast because so many different factors that can affect the potential development are in play.  You can read more about it at  https://www.climate.gov/news-features/blogs/enso/april-2017-enso-update-tropical-pacific-ocean-conflict and at The Weather Network here.
